BCDA Secures 95% of Residential Leases in Camp John Hay

In just two months, the Bases Conversion and Development Authority (BCDA) has successfully signed more than 100 residential lease agreements in Camp John Hay, Baguio City—securing 95% of the available residential properties in the area. This milestone underscores the strong investor confidence in BCDA’s expertise in transforming state lands into sustainable and inclusive urban developments.

BCDA aims to finalize all remaining residential lease contracts by March 2025. This follows the landmark Supreme Court ruling that officially restored BCDA’s control over Camp John Hay on January 6, 2025. The ruling mandated the return of the property, including all new constructions and permanent improvements, to the state-run organization.

A testament to BCDA’s credibility, several of these newly signed residential lease agreements involve foreign nationals, primarily Koreans, reflecting the growing trust of both local and international investors in the agency’s track record of effective land repurposing.

As we redevelop Camp John Hay, our commitment is clear: people and the planet will be at the core of our projects,” said BCDA President and CEO Joshua M. Bingcang.

The resurgence of investor interest has resulted in over Php1 billion in new investments in just two months, fueling economic growth and job creation within the local community. Among the major industry players and small- and medium-enterprises that have committed investments in Camp John Hay are Metro Pacific Investments Corporation (MPIC) subsidiary Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc. (GMI), DuckWorld Philippines, and Top Taste Trading Inc.

To enhance Camp John Hay’s livability and accessibility, BCDA is working closely with the Baguio City Government to improve jogging trails and pedestrian pathways, install solar-powered streetlights, and establish a smart transport system—ensuring a more people-centric environment.

Furthermore, BCDA is revisiting Camp John Hay’s master development plan to align with the United Nations’ Sustainable Development Goals. By attracting high-impact investments and generating quality jobs, BCDA continues to play a key role in advancing President Ferdinand R. Marcos Jr.’s socioeconomic agenda.
